6.7. Membership and Withdrawal Procedures
By definition, international institutions of the Software Democracy are intended to welcome all countries. They must therefore provide for an accession procedure, but also, in case of difficulty, an exit procedure.
Accession Procedure
Any government that includes the Universal Constitution in its own Constitution can access the international cooperation institutions for the first time without any further formalities. Its representatives will be added during the next renewal sessions.
A country that initially chose not to participate when it had the opportunity, or that was previously excluded, must submit an application, the fate of which will be decided by votation.
Exit Procedure
Voluntary Procedure
A government may decide at any time to withdraw its representatives and not participate in international cooperation. It will then no longer be bound by decisions made at the international level.
This does not prevent the State from using all or part of the Universal Constitution.
Legal Procedure
A state that does not respect the Universal Constitution or the Laws of the international cooperation institutions may be subject to a legal exclusion procedure. The case will be investigated by the Court, which will present the exclusion proposal for votation.
A country that has been excluded can only be reintegrated through a new votation.
