4.2. The Universal Constitution
The Universal Constitution is the highest level text of the Software Democracy. It sets the fundamental principles at the international level.
It guarantees liberties and fundamental human rights:
- Freedom of expression.
- Freedom to dispose of one's body.
- Freedom to dispose of one's property.
- Freedom of movement.
- Right to privacy.
- Right to private property.
- Right to participate freely in political, economic and social life.
It protects humans, life and the environment:
- Respect for the sacred nature of Humanity, prevention of transhumanism and caution regarding artificial intelligence.
- Respect for animal life, the right of domestic animals to decent breeding conditions, the right of wild animals to a natural space allowing for their preservation.
- Protection of the environment and natural environments: soil, oceans, forests...
- Long-term perpetuation of the survival of the human species, on Earth and beyond.
It defines the basic rules of the Software Democracy:
- Citizenship is a fundamental right accessible to all, but it may be subject to a minimum level of competence and understanding of the institutions.
- Power belongs entirely to citizens and is expressed through voting.
- Through surveillance commissions, citizens also control the functioning of institutions and the execution of decisions.
- The security of voting is guaranteed by open-source software based on publicly auditable blockchains.
- The media is independent and must mention their financing and conflicts of interest.
It defines the rules of its functioning:
- How International Institutions organize voting and the execution of decisions.
- The weighting key to determine the representativeness of each state within the Council of Member States.
- The modalities of the drawing of lots and the appointment of representatives.
- The procedures for appointment within the various Councils and Commissions.
- The rules for auditing and monitoring institutions.
It defines the objectives of the global monetary and economic system:
- Stability and incorruptibility of the global reserve currency.
- A financial system serving the real economy.
- Prevention of speculation.
It defines the functioning and purposes of international cooperation institutions:
- Freedom to participate.
- Prevention of military conflicts between nations.
- Economic, political and scientific cooperation among nations.
- Coordination of efforts for space conquest and making space a common good.
It defines the modalities of its own update:
- Procedure for amending the Universal Constitution.
- Required voting thresholds (participation, majority).
The Universal Constitution aims to defend the fundamental values of the Software Democracy at the highest level. It offers the minimum but non-negotiable framework to which countries must adhere.
Voted and maintained by the citizens of all member countries of international cooperation institutions, it is the founding text of the Software Democracy.
