4.1. Introduction

The concrete implementation of Software Democracy primarily involves drafting new constitutions.

In the perspective of a globalized organization, we will describe a two-level constitution:

• A Universal Constitution, carrying the fundamental values of Software Democracy at the international level.
• A National Constitution, which integrates the Universal Constitution and details the application of its principles at the level of a State.

We will then see how citizens exercise their political power within this constitutional framework, as well as the organization of voting processes.
